Yeumbeul Nord : Le maire Babacar Ndao visé par une plainte pour escroquerie et faux portant sur 70 millions FCFA
The case is in the hands of the Keur Massar Research Brigade. The mayor of Yeumbeul Nord, Babacar Ndao, is the subject of a complaint that could cause a major stir. Dr. Mamadou Diop accuses him of fraud, forgery, and use of forged documents. The case concerns an agreement signed with the ASTAWA COMPANY foundation. The terms of the contract relate to equipping the municipality's health facilities with medical equipment, for an estimated loss of over 70 million CFA francs.

The complaint was filed on June 23, 2026 with the prosecutor's office of the Pikine-Guédiawaye High Court. It was registered in the incoming mail under number 7931.
In his complaint, Mamadou Diop explains that he was contacted by Babacar Ndao to equip the municipality's health facilities. The connection was allegedly facilitated by former partners who were satisfied with his services.
The doctor claims to have delivered the agreed-upon equipment. However, according to his account, the problems began after he received the equipment. He accuses the mayor of having sent him invoices that he describes as "false," and which he alleges were created and signed by the mayor.
To secure the transaction, an agreement and a transfer authorization were reportedly drawn up, with the involvement of the municipal council. However, the complainant maintains that the funds intended for the purchase of materials were used for other purposes. He claims this was confirmed to him by a Treasury official and the sub-prefect.
Since then, the doctor claims to be waiting for his money back. He maintains that, eight months after the start of the dispute, the mayor has still not paid the amount owed and is refusing to return the delivered equipment.
The equipment would still be stored, even though, according to Mr. Diop, the terms of the agreement did not allow its storage under these conditions.
The case also had consequences for the plaintiff's professional situation. He claims to have been arrested following a complaint filed by one of his associates, before ultimately being released after the documents were verified.
The doctor estimates his losses at over 70 million FCFA. He also claims to have lost his position as general supervisor for West Africa as a result of this affair.
According to Seneweb, the Pikine-Guédiawaye prosecutor's office has transferred the case to the Keur Massar Research Section. The gendarmes have already interviewed the various parties involved. The investigation is ongoing.
