Health and digital technology: SENUM SA and SEN-CSU join forces to facilitate access to health insurance

Santé et numérique : SENUM SA et la SEN-CSU s'unissent pour faciliter l'accès à la couverture maladie

Senegal Digital SA (SENUM SA) and the organization in charge of Universal Health Coverage (SEN-CSU) officially launched their strategic partnership today in the April 4th room of the CICES. This alliance, which marks a significant step in the modernization of public services, aims to democratize access to Universal Health Coverage (UHC) for all. The objective is to bring public services closer to the people and accelerate the implementation of public policies at the local level, in line with the Senegal 2050 vision.

The ceremony, co-chaired by the Director of Social Equity, Fatou Bintou Diédhiou, representing the Minister of Family, Social Action and Solidarity, was attended by several authorities, public actors and institutional partners.

During the signing ceremony, the Director General of Sénégal Numérique SA, Isidore Diouf, emphasized the importance of the collaboration, which reflects the shared commitment of both institutions to bring public services closer to the people. "This agreement is a concrete step that aligns with the country's transformation dynamic, driven by the Sénégal 2050 project. This dynamic places citizens at the heart of political action and aims to improve the daily lives of our fellow citizens through more accessible, efficient, and local services," he stated.

In a context of increasingly high public expectations, the CEO of SENUM SA emphasized the need to develop solutions that reduce territorial inequalities and guarantee equitable access to services. "Our responsibility is to build solutions that reduce the risks of territorial inequalities and guarantee equitable access within the sector. This is the meaning of the partnership we are celebrating today," he stated.

He also highlighted the role of the SENUM network, particularly through the Senegal Services Centers deployed across the country's various departments. These centers will create a direct link between government agencies, state programs, and the public in key areas such as health, social protection, employment, entrepreneurship, and education. According to Mr. Diouf, SENUM SA aims to build more professional government agencies, based on data, digital platforms, and streamlined user processes.

Isidore Diouf reaffirmed SENUM SA's commitment to making this partnership a national benchmark for the territorialization of public policies. "Together, let's continue to build a Senegal where every citizen, regardless of their place of residence or social status, can fully benefit from the opportunities offered by the digital transformation," he emphasized.

Speaking at the event, the Director of the National Agency for Universal Health Coverage, El Hadj Séga Guèye, praised the partnership, which he said exemplifies the commitment to using digital technology to promote national solidarity. He reiterated that Universal Health Coverage is a cornerstone of the national social protection policy, aiming to guarantee every Senegalese citizen access to healthcare, regardless of their financial situation or place of residence. "It's not enough to simply design sound public policies," he emphasized. "They must be made accessible to everyone, even in the most remote areas."

According to him, integrating the SEN-CSU platform into the national portal of Sénégal Numérique SA will allow the population to access public services more easily, with greater quality, speed, and transparency. Beyond the interconnection of digital platforms, this agreement also includes joint communication initiatives, training for managers of the Sénégal Services centers, protection of users' personal data, and the implementation of a monitoring and evaluation system to measure the partnership's results.

Mr. Guèye praised the work of the SENUM SA and SEN-CSU teams, calling for mobilization, particularly from the administration, local authorities, technical partners and citizens, to make universal health coverage a reality experienced by every Senegalese family.

Through this alliance, SEN-CSU and SENUM SA reaffirm their commitment to using digital technology to serve health and solidarity, offering more efficient and tailored local services to meet the needs of the population.

Excellent travail M. Isidore DIOUF, un engagement ferme de réduire les inégalités entre les sénégalais à travers l'accès universel aux services publiques via le numérique. Un engagement qui transcende les clivages politiques. Demeures béni sous la protection divine.
