Rejet de la LFR 2026 : Abdoulaye Wilane dénonce une confrontation politique aux conséquences inquiétantes
The rejection of the 2026 supplementary budget bill by the National Assembly has reignited tensions between the government and its own parliamentary majority. On Tuesday, November 3, members of parliament rejected the bill by 109 votes to 20, with three abstentions, following the adoption of a preliminary motion that brought its examination to a halt before the general debate could even begin.
This vote comes at a time of already difficult economic circumstances for Senegal. Between declining state revenues, rising energy subsidy expenditures, and necessary adjustments to public investments, the budgetary stakes are particularly high.
This situation is a source of concern for Abdoulaye Wilane, the spokesperson for the Socialist Party. In a statement, he acknowledges the right of members of parliament to scrutinize the government's actions and challenge its decisions. However, he believes that this power must also be accompanied by a sense of responsibility, especially when the decisions made can have repercussions on the country's economic and social life.
Mr. Wilane believes that the disagreements over budgetary guidelines warranted a genuine debate within the National Assembly. He regrets that the examination of the text was interrupted while several important issues remained to be discussed.
Because, he points out, the rejection of a draft budget does not make the State's financial difficulties disappear, much less its commitments to businesses, workers and local authorities.
Abdoulaye Wilane clarifies, however, that the rejection of the amended budget law does not mean a halt to the functioning of the state, since the initial budget law remains applicable. He nevertheless warns of the risks of cash flow problems and complications in certain payments if no adjustments are made.
The President of the Republic is called upon to take responsibility
Beyond the budget disagreement, the Socialist Party spokesperson believes that the head of state must fully play his role in preserving the proper functioning of institutions. He points out that the Constitution provides mechanisms for managing disagreements between the Executive and Parliament, particularly through Articles 86 and 87.
He therefore calls on the government to inform the Senegalese people about the measures planned to continue implementing the 2026 budget and honoring the state's commitments. The parliamentary majority is also called upon to explain the solutions it intends to propose following this rejection.
For Abdoulaye Wilane, Senegal cannot afford to let political disputes overshadow urgent economic and social needs. The population, already facing numerous difficulties, should not have to suffer the consequences of a disagreement at the highest levels of government.
His appeal is therefore clear: prioritize dialogue, demonstrate responsibility and quickly find a way out of this situation to prevent political tensions from turning into a lasting institutional crisis.
