In an information note signed by its Director General, Papa Toby Gaye, the General Directorate recalls the legal framework governing the right to strike and invites all agents to continue their public service activities normally.
According to this document, the demands raised by the union members revolve around three major points: the payment of the Bonus on the Annual Profitable Result 2025 (PRAB 2025), the AKILEE contract file and the process of making the company a subsidiary.
No formal notice given and conciliation agreement already signed
The General Management states that it has not received any official strike notice at this stage. It reiterates that Article 436 of the Labor Code requires a mandatory 30-day notice period before any collective action can be initiated in the absence of conciliation.
Regarding the Bonus on Annual Profitable Results (PRAB 2025), management indicates that a dispute had been duly submitted to the Directorate General of Labor and Social Security. A meeting was held on September 1, 2026, in the presence of Senelec and the Confederation of Workers' Unions of Senegal (CSTS), resulting in the signing of a conciliation agreement in accordance with legal procedures.
Regarding the AKILEE contract and the restructuring through subsidiary creation, the company's management reaffirms its full willingness to maintain an open dialogue framework.
A call for calm and respect for administrative rules.
While ensuring it is closely monitoring the evolving social climate, the General Management reiterates its commitment to responsible and constructive social dialogue. It also mentions the provisions of Article 438 of the Labor Code, which governs disciplinary sanctions for failure to comply with strike procedures.
Pending possible clarifications from union representatives, Papa Toby Gaye calls on all employees to remain calm, to favour official company information channels and to ensure business continuity.
