Logement social : La BHS et les coopératives d’habitat scellent un partenariat renouvelé
Building on its 46 years of commitment to the State of Senegal, the Housing Bank of Senegal (BHS) brought together key stakeholders in the sector for the first edition of its Meeting Day with Housing Cooperatives. The event's main objective was to gather expectations, discuss daily challenges, and adjust financing mechanisms for homeownership projects.
Speaking at the event, the CEO of BHS, Ms. Astou Rose Gaye, emphasized the pivotal role played by these organizations: “When we talk about social housing, we cannot talk about social housing without talking about housing cooperatives, which are the primary vehicle for promoting social housing in Senegal.” The bank's stated ambition is to optimize the existing supply and “ensure that the costs of moving out of housing are as low as possible to make it accessible to the maximum number of people.”
In response to the challenges raised by cooperative representatives, particularly regarding personal contributions and interest rates, the financial institution's management reaffirmed its position as a comprehensive partner. Beyond simply providing credit, BHS intervenes across the entire value chain, from design to marketing.
Ms. Astou Rose Gaye highlighted the diverse range of products available to buyers: "The bank initially assists them in acquiring land [...], then in development, meaning preparing a site for construction [...], and finally in building." This model relies on the pooling of resources and the solvency of its members to guarantee the economic viability of the projects.
From the perspective of the long-standing partners, the outcome of these discussions has been positive. Colonel Abdou Niane, Chairman of the Board of Directors of the Military Construction Cooperative—an organization established in 1986 and boasting 41 years of experience—reiterated his confidence in BHS: “Even though other banks are approaching our cooperative [...], BHS remains our preferred client because of its ongoing support. Working with BHS is truly easy and seamless.”
For his part, Paul Diaham, president of the Dakar Regional Union of Cooperatives, praised this pioneering initiative. He explained that the discussions allowed for a direct approach to sensitive issues in the sector: "We focused primarily on financing, which poses numerous problems in terms of procedures, guarantees, repayment, and interest rates." Concrete proposals were submitted to the bank to further streamline the loan disbursement process for borrowers.
